Penis Pain/Itching. Is it an STD, Infection?

I am a male and always seem to have painful urination following protected sex (with my gf) and for the following day. I also have had itching inside the penis head for around 4 months which I believe occurred after an incident where the condom broke and I was exposed for around 25 seconds. I went to the doctor and have tested negative for gonorhea, chlamydia, hiv, and herpes. The doctor said the itch could be herpes but I dont have any sores and that the herpes test is not very accurate. He also ruled out a UTI and yeast infection. For the itch he gave me flagyl and doxycycline just as a precaution but it hasnt done much to stop any symptoms.
I was wondering if you could explain the painful urination and the itching to me if you know anything about this?
could be allergic to condom. could possibly be herpes could be HPV(genital warts) could be nothing. the med flagyl is for herpes my doctor just put me on it in case can you believe you can get HPV and Herpes yrs after sleeping with a person?it can lay dormat in your body. but i hear the HSV(herpes) you can have a blood test for and it would show if you have it even if there are no outbreaks but there is no test for males for HPV you would just have to wait for a wart to appear.
painful urination could just be from keeping it in all night. After sex your naturally will need to pee, and if you don’t it can cause some irritation in the morning. the itching could be many different things. If you shave your pubic hair then it could be irritation. it could also be from irritation caused by friction during intercourse.

Monistat didn’t work for me.. my doctor prescribed me meds and it made even worst!
Despite when it manage to heal, the yeast infection will come back again (means it’s not fully cured).
I realized the only real cure for Yeast infection is doing the natural way so it won’t come back again!
